I have the honour te lay before you certain circumstances with reference to the audit of accounts which I would like to be laid before His Excellency. The queri- -as raised by the Local Auditor in my accounts lately, have become more and more inconsistent with what I consider his duties and the speedy execution of the work.

I will show in detail later in what way this interference is causing delay by limiting my powers an detailed in the instructions originally sent me.

It is a general rule, that greater powers

are given to men in charge of any large construction carried out and paid for out of capital, than is the case when the work is under revenue which only consists of upkeep, renewals, and small additional construction works. For this reason it is not fair to limit my powers to or compare them with the powers of the Honourable Director of Public Works.

If you turn te my instructions on the memorandum received from the Crown Agents on my appointment paragraph 6 last part, you will see that it is necessary for "the success of the Departmental System to vest in that Officer (the Chief Resident Engineer) the same large measure of dis- -eration such as a contracter gives to his agent",

I consider that this has not been done and

that the work is suffering in consequence.
